CAPACITY BUILDING: EU HUMAN RIGHTS, STANDARDS AND FOLLOW-UP UN MECHANISM
The obligations stemming from the Chapter 23 and other international agreements in the field of human rights are large in scope and involve a numerous stakeholders responsible for the implementation of and reporting on the strategic documents, such as AP23, anti-discrimination strategic documents and Dedicated Action Plan for Realisation of Rights of National Minorities.
To support the Ministry of Justice and the contributing institutions in meeting the demanding objectives, the Project developed a Capacity Building Programme on Human Rights Reporting and Monitoring, including the curricula and methodology for on the job support and expert assistance related to Human Right Standards and follow up mechanisms, and conducted two training courses.
The first training course on the Union Human Rights Standards and Follow up UN Mechanisms for Human Rights was held on 11-12 December 2019 and the second one on the Human Rights Reporting and Monitoring with the Focus on Practical Skills Needed for Reporting and Monitoring on 28-29 January 2020.
The objectives of the training courses were to improve the understanding of human rights reporting mechanism applicable in Serbia with a view to the existing obligations stemming from relevant international treaties and the requirements of the accession process under Chapter 23, and to advance the practical skills in order to enable the trainees to effectively and continuously participate in human rights related reporting and in monitoring compliance with Union human rights standards and follow-up UN and CoE mechanisms for human rights recommendations through strengthened mutual cooperation.
Further to training sessions, the Project developed the Guidelines and methodology Toolbox for EU Human Rights Standards and Follow up UN Mechanisms for Human Rights Recommendations including Reporting and Monitoring, including best practices, comparative analysis examination of relevant standards to assist the MoJ staff to cope with the requirements of parallel reporting and follow up to numerous human rights bodies at national, supranational and international level.
